Wyoming Valley American Legion Baseball Rules

Amended and Restated as of March 20, 2011

Pursuant to the By-Laws of the Wyoming Valley American Legion Baseball League, the

following rules are hereby established:

Introduction: Wyoming Valley American Legion Baseball games shall be governed by Major

League Rules as modified by State Legion Baseball Rules as further modified by Wyoming Valley

American Legion Baseball Rules.

I. PRE-GAME

1.1. Two (2) registered umpires shall be assigned to each Senior Legion and Junior

Legion regular season game. Three or four umpires will be used during the playoffs.

The Thirteen Year Old League shall be assigned at least one (1) umpire.

1.2 Umpires Fees:

a. Umpires fees in event game or portion of game is cancelled due to inclement

weather or poor field conditions shall be determined at the Annual Meeting of the

Members for the following circumstances:

1) If game is cancelled and umpires do not show up .

2) If game cancelled and umpires show up – ($15 show up fee)

3) If game cancelled before 4 complete innings are played – ($25)

4) If game cancelled after 4 innings are completed – ($55)

b. Umpires fees in event game or portion of game is cancelled due to forfeit be

determined at the Annual Meeting of the Members for the following

circumstances:

1) Umpire is notified of the forfeit by phone, email or otherwise 48 hours or

more before game time- $

2) Umpire is notified of the forfeit by phone, email or otherwise less than

before game time- $

c. Umpire fees in the event a single umpire works the entire game by himself – $ 85.

d. The amount of umpire fees in the event the umpire shows-up after the game has

started shall be determined by the umpire coordinator and League President and

paid by the League, which shall be reimbursed by the team responsible for paying

the umpire for such game.

1.3 The umpire-in-chief shall take control of the field five minutes prior to the

designated time to start the game.

1.4 Commencing one (1) hour prior to game time, all players and coaches must be in

uniform at all times while on the field of play

1.5 The home team shall furnish a minimum of three (3) new baseballs. The

baseballs shall be of the type designated by the American Legion Baseball Guide.

Replenishment of baseballs is within the discretion of the home plate umpire

1.6 Visiting teams shall be allowed use of the field thirty-five (35) minutes prior to game time,

field conditions permitting, and shall relinquish the field 10 minutes prior to game time for field

preparation.

II. GAME RULES

2.1 Regulation Game. Regular season games and league playoff games shall be

seven (7) innings.

2.2 Suspended Games. Suspended games are covered by Major League Rule 4.12 except

that if a game is suspended before it becomes a regulation game, it shall be continued at the point

of suspension.

2.3 Make-Up Games.

Games cancelled as a result of bad weather conditions or bad field conditions shall be made up

(referred to as “make-up games”). Make-up games shall be scheduled by the umpire coordinator

on the next available make-up date as set forth in the League Game Schedule unless the make-

up game can be scheduled earlier by the managers and the umpire coordinator. No teams shall

schedule a game other than a make-up game in the Make-up time slots. Exceptions to this rule

may be made by the League President.

2.4 Less Than 9 Players.

a) In the event a team has less than 9 players available to play due to injury or illness, which

occurred during the game, such team can reenter an otherwise ineligible player who shall be

selected by the opposing manager

b) In the event a team has less than 9 players available to finish a game as a result of illness

or injury (after having 9 players in the lineup to start the game) and such team does not have any

eligible or ineligible substitutes on the bench, such team may finish the game with 8 players.. An

out shall be called whenever the position in the batting order of the ill or injured player should have

taken his turn at bat. In the event a team has less than 9 players available to finish a game as a

result ejection, such team must forfeit the game.

2.5 Re-entry Rule.

Any of the starting players may be withdrawn and re-entered

once, including a player who was the designated hitter, provided such player

occupies the same batting position whenever he is in the lineup.

(The second sentence (dealing with pitcher re-entry) is deleted. This is covered by Major League

Rule 3.03)

2.6 Designated Hitter. A hitter may be (not mandatory) designated for any one

starting player (not just pitchers) and all subsequent substitutes for that player in

the game. A starting defensive player cannot be listed as the designated hitter in

the starting lineup. A designated hitter for said player shall be selected prior to

the start of the game and his name shall be included on the lineup cards presented

to the umpire-in chief and to the official scorer. Failure to declare a designated

hitter prior to the game precludes the use of a designated hitter in that game. If a

pinch hitter or pinch runner for a designated hitter is used, that player becomes

the new designated hitter. The player who was the designated hitter may re-enter

as the designated hitter under the re-entry rule. The designated hitter and the

player for whom he is batting are locked into the batting order. No multiple

substitutions may be made that will alter the batting rotation. The role of the

designated hitter is terminated form the remainder of the game when:

a. the defensive player, or any previous defensive player for whom the

designated hitter batted, subsequently bats, pinch hits, or pinch runs for the

designated hitter: or

b. the designated hitter or any previous designated hitter assumes a defensive position.

2.7 Pitcher Substitution. (see Major League Rule 3.03)

2.8 Pitcher Re-entry. (see Major League Rule 3.03)

2.9 Courtesy Runners.

a. At any time the team at bat may use courtesy runners for the pitcher

and/or the catcher. The same runner may not be used for both positions. Neither

the pitcher nor the catcher will be required to leave the game under such

circumstances.

b. Players who have participated in the game in any other capacity are

ineligible to serve as courtesy runners.

c. A player may not run as a courtesy runner for the pitcher or the catcher

and then be used as a substitute for another player in that half inning. If an injury,

illness or ejection occurs, and no other runners are available, the courtesy runner

may be used as a substitute.

d. The umpire-in-chief shall record courtesy runner participation.

e. A player who violates a courtesy runner rule is considered to be an illegal

substitute.

2.10 Ten-Run/ Fifteen-Run Rule. In the event the visiting team is losing by 10 or

more runs after 4 ½ complete innings or the home team is losing by 10 or more runs after 5

complete innings, such team that is losing shall concede the game. In the event the visiting team

is losing by 15 or more runs after 2 ½ complete innings or the home team is losing by 15 or more

runs after 3 complete innings, such team that is losing shall concede the game.

2.11 Junior Legion DH/EH. Junior Legion teams can elect to use either the DH or EH in the

lineup presented to the umpire-in-chief before the game begins. Junior Legion teams cannot use

both DH and EH in the same game.

2.12 Developmental League DH/EH. Developmental teams can elect to use both the DH and

EH if elected in the lineup presented to the umpire-in-chief before the game begins.

III. PLAYOFFS

3.1 Playoffs will be conducted at league expense. Teams not participating must have

at least one (1) person available to render assistance in the operation of the playoffs. If a

team does not provide at least one (1) person to assist in the operation of the playoffs,

such team shall be subject to a fine as determined at the Annual Meeting.

3.2 The League Playoff format will be double elimination with the top four (4) teams

playing on neutral fields, if possible. Eligibility of a team to participate in league

playoffs shall be determined based on such team’s league record. If two or more teams

have identical records, such teams eligibility shall be determined by a “play-in” game to

be scheduled by the officers of the League. The higher ranked team, as determined by

league standings will be the home team. A coin toss will be used to break a tie for

seeding purposes only.

3.3 If the league is eligible to have two (2) teams in the regional tournament (not

including a host team) and if the first place team wins the regular season title by three (3)

games or more, the first place team will get the first bid to the regional tournament,

provided that the first place team has played its full schedule of regular season games.

The second through fifth place teams will participate in the league tournament. The

winner of the League Tournament will receive the second bid to the regional tournament.

3.4 The regular season champion can elect to play Game 2 of the playoffs provided that such

team gives notice to the League President at least 48 hours before the time scheduled for Game

1.

3.5 If double elimination playoffs cannot be completed, the playoffs will revert to single

elimination.

a. The Winner’s Bracket champion shall advance to the Regional Tournament.

b. If there is no Winner’s Bracket champion, the team with the highest seed

advances to the Regional Tournament, unless the seed is determined by coin toss.

3.6 If playoffs do not begin, the regular champion advances to the Regional Tournament and

the 2nd place team advances to the Regional Tournament as the League’s second team, if a

second team is designated to represent the League.

IV. ALL STAR SELECTION

4.1 Show Case selections shall be made by open try-outs. If open tryouts cannot be held,

then the coaches shall nominate players from their own teams and the managers shall vote for

the final selections. However, managers may not vote for players on their own teams.

V. PROTESTS

5.1 Protests must be registered with the umpires at the time of the incident giving rise

to the protest in accordance with Major League Rules. Thereafter, the protesting team

must submit the protest in writing to the President within twenty-four (24) hours,

accompanied by a fee of Fifty Dollars ($50.00). The President shall promptly refer the

matter to the Commissioners. If either team rejects the decision of the arbitration board,

the matter may be further appealed pursuant to the state regulations. If the arbitration

board or the state sustains the protest, the $50.00 fee hereinbefore referred to shall be

refunded.

All three Greater Pittston teams finished the Wyoming Valley American Legion Baseball regular season in either first or second place.

Greater Pittston won the Prep title, placed second in both the regular season and playoffs on the Senior level and was tied for second in Youth.

Greater Wyoming placed sixth out of seven teams in the Youth League.

Senior

Greater Pittston clinched its first Region 5 berth since 2017 and landed in the league final with a 2-0 playoff victory over Mountain Post July 9.

Swoyersville, which went unbeaten in the regular season while Greater Pittston was 9-3, won Tuesday’s championship game, 6-3.

Adam Felinski allowed just one hit in six innings against Mountain Post and Hunter Lawall closed out the game.

Evan Melberger’s two-out double drove in both runs.

Youth

Greater Pittston closed out the regular season by sweeping a July 10 doubleheader from Wilkes-Barre, 14-1 and 12-2.

Mountain Post finished first at 9-3 while Greater Pittston, Swoyersville and Stripes & Strikes all went 8-4 to tie for second. Greater Pittston won its last three regular-season games.

Greater Pittston defeated Wilkes-Barre again, 11-5, in the playoffs before losing to Swoyersville, 14-4, and beating Greater Wyoming, 8-3.

Swoyersville and Greater Pittston, which each had one playoff loss, were scheduled to meet again Saturday.

Mountain Post has won both its playoff games.

Greater Wyoming finished 2-10 and on a seven-game losing streak, but knocked off Stripes & Strikes, 7-2, in the playoff opener. It then lost to Mountain Post, 11-6, and to Greater Pittston to end its season.

Prep

Greater Pittston won three games in five days to extend its winning streak to six and finish the regular season on top of the standings at 11-1 and one game ahead of Back Mountain-1, which won its last seven games to get to 10-2.

Greater Pittston routed Back Mountain-2, 20-3, on Monday, then handled Tunkhannock Wednesday and Friday, 11-1 and 12-6. It outscored opponents, 131-35, for the season.

Welcome to the website for Wyoming’s Class AA, A, B and C American Legion Baseball leagues and teams.

Class AA

The Class AA division is a Senior (19-years-old and under) league. The state champion advances to the Northwest Regional. The regional champion advances to the ALB World Series, which has been broadcast on ESPN during the second week of August since 2011.

Class A

The Class A division is also a Senior league. Although the state champion does advance to a regional tournament, there is no world series for this level of teams.

Class B

The Class B division is a junior league. There is a state tournament and there has been a regional tournament in past years.

Class C

The Class C division is a junior league. There is a state tournament.
